Description: Rate x the quantity of movable units shipped (Num Units 2)

Explanation: Set a charge that will be applied for each movable unit specified in Num Units 2.  In other words, if the charge is $2.00 and you have 7 in Num Units 2, the total charge would be $14.00.  If Num Units 2 has no value, no charge is created or applied.
