Description: Rate x the quantity of a primary unit of measure shipped.

Explanation: Set a charge, and it will be multiplied by the Sum of all the PrimaryInvQty values from all the OrderItems on a transaction.  Obviously only usable on orders.  If there are no OrderItems on the transaction, no charge is applied.
